This study presents a comprehensive framework for understanding Human Resource (HR) hypocrisy through a deductive literature review, developing a precise measurement scale. It identified three dimensions of HR hypocrisy—misalignment, intentionality, and benefit—and formulates a 36-item scale. Human Resource Management experts validate the scale's content and construct validity. This conceptualization of HR hypocrisy equips HR professionals with a nuanced understanding to discern it from related concepts, facilitating informed decision-making and practical interventions in organizations. The conceptualization and scaling of HR hypocrisy carry practical implications, aiding organizations in effectively recognizing and resolving inconsistencies in HR practices.
